The F-gas Regulation 2024/573: what changes for cooling in Europe
Regulation (EU) 2024/573, in force since March 2024, is Europe’s hard schedule for eliminating high-GWP refrigerants: the HFC quota phase-down steepens through the 2020s and reaches full HFC consumption phase-out by 2050, with product bans arriving much sooner. For small splits, the milestones that matter: refrigerants above GWP 750 are already banned in most new single-splits under 3 kg (the rule that killed R-410A in new small units), 2027 tightens splits ≤ 12 kW to GWP < 150 in several categories with 2029/2032/2035 steps beyond, pushing the market from R-32 (GWP 675) toward propane R-290 (GWP ~3) and other ultra-low alternatives.
What it means by role
- Buying new in 2026: R-32 is the sensible floor — R-410A stock is legacy hardware whose service gas gets scarcer and dearer every quota step. Early R-290 splits and monoblocs are appearing; their flammability class (A3) means charge limits and strict installation rules, all handled by certified professionals.
- Owning an R-410A system: nothing bans using or maintaining it — service can use reclaimed/recycled gas even as virgin supply tightens. Budget-wise, treat any major circuit repair after year 8–10 as a replacement decision.
- Every owner: leak-tightness obligations scale with charge (thresholds in CO₂-equivalent tonnes), certified-personnel requirements cover all refrigerant handling, and end-of-life recovery is mandatory — venting refrigerant is illegal everywhere in the EU.
Why the EU is doing this
Kilogram for kilogram, R-410A leaked to atmosphere warms like two tonnes of CO₂; cooling’s climate footprint splits between electricity and refrigerant leakage, and the regulation attacks the second half directly while the grid decarbonizes the first. The EU’s bet — visible in every product catalog since 2024 — is that mandated scarcity accelerates the propane-and-low-GWP engineering the industry already knows how to do.

Will my R-410A unit become illegal to run?
No. Bans target placing new equipment on the market and virgin-gas availability, not existing installations. Expect pricier recharges (which, remember, only follow leaks — a sealed system never needs gas) and plan replacements accordingly.
Is R-290 (propane) safe indoors?
Within its engineered limits, yes: charge caps, ventilation and installation rules exist precisely to keep the flammable inventory trivial — a monobloc’s R-290 charge is comparable to a camping canister, sealed in a welded circuit. Certified installation is where the safety lives; DIY is where it does not.
Does F-gas apply in the UK?
Great Britain runs its own retained F-gas regime with a similar phase-down trajectory (Northern Ireland follows EU rules under the protocol); the market effects — R-32 dominance, R-290 arrival — track the EU’s closely.
