SEER2 explained: what the rating means on your bill
SEER2 — Seasonal Energy Efficiency Ratio 2 — replaced SEER in January 2023, and it is not a rebrand: the underlying M1 test procedure raised external static pressure fivefold (0.5 in. w.c. against 0.1) to mimic real duct systems instead of laboratory-perfect airflow. That is why the numbers dropped: a 14 SEER unit maps to roughly 13.4 SEER2. Same physics, more honest test.
The regional minimums
- North: 13.4 SEER2 minimum for central AC (about 14 in old SEER terms).
- Southeast and Southwest: 14.3 SEER2 minimum — and unlike the northern rule, southern minimums apply at installation, so a northern-spec unit cannot legally be installed in Georgia or Arizona.
- Southwest extra: EER2 floors (11.7 for most sizes) ensure performance in extreme dry heat, where seasonal averages flatter equipment.
- Heat pumps: a national 14.3 SEER2 / 7.5 HSPF2 floor everywhere — one reason the market tilted toward heat pumps.
The savings math, honestly
Cooling cost scales inversely with SEER2. Take a 3-ton system running 1,200 full-load hours in a hot-climate season: at 14.3 SEER2 that is roughly 3,020 kWh; at 17 SEER2, about 2,540 kWh. At $0.17/kWh the difference is ~$80 a year. Against a typical $1,500–$3,000 premium for the higher tier, payback runs 20+ years in mild climates and 8–12 in long-season states — which is why the honest advice is: buy efficiency tiers in Phoenix and Houston, buy install quality everywhere. A two-stage or variable unit’s comfort and humidity control are often better reasons to upgrade than the kWh line alone.

Is a 20+ SEER2 unit worth it?
Only with long cooling seasons, high electricity rates, or solar self-consumption to optimize. In a northern climate the arithmetic rarely closes; in the Sun Belt with rates rising, it can. Run your own numbers: hours × tons × 12,000 ÷ SEER2 ÷ 1000 = kWh.
Can I still install my old spare 13 SEER unit?
In the North, equipment manufactured before 2023 could be sold through; in the Southeast/Southwest, anything installed must meet 14.3 SEER2 regardless of manufacture date. A contractor proposing otherwise is proposing a code violation.
Does SEER2 apply to window units and portables?
No — those use CEER (window) and SACC (portables) under separate DOE rules. SEER2/EER2/HSPF2 cover central AC, heat pumps and mini-splits.
